$658 MILLION TPP-5 PROJECT FUNDED PRIMARILY BY PRIVATE SECTOR

As part of 24 major development projects to develop Ulaanbaatar, Thermal Power Plant No. 5 (TPP-5) is planned for construction in the 20th sub-district of Bayangol District. The plant will have an installed capacity of 340 Gcal for heating and 300 MW for electricity generation. The project’s total estimated cost is USD 658 million, with 80 percent of the funding expected from the private sector and the remaining 20 percent provided by the government.

In this regard, the Governor's Office of the Capital City of Ulaanbaatar invites qualified Private Sector Partners to submit Applications for the selection process for entering into a Public-Private Partnership (PPP) agreement for the design, financing, construction, operation, and transfer of the Thermal Power Plant-5 Project. The selection will take place in two phases: an initial prequalification stage followed by a competitive bidding round. 

To qualify, private sector partners must have successfully completed the construction of at least one lignite-fired thermal power plant within the past five years. Additionally, applicants must meet the eligibility criteria specified in Article 27 of the Law on Public-Private Partnership.

Proposals for the preliminary selection stage will be accepted until 10:00 a.m. on June 25, 2025.
