At its regular meeting held on June 3, 2026, the Cabinet of Mongolia reviewed the results of the international tender conducted to bring the currently unexploited Borteeg section of the Tavantolgoi coal deposit into commercial use. The findings were presented to the Cabinet by the First Deputy Prime Minister of Mongolia and Minister of Economy and Development, J. Enkhbayar.
The international tender to solicit proposals from domestic and foreign companies interested in investing in and jointly developing the Borteeg section of the Tavantolgoi deposit was officially launched on February 13, 2026. The selection process was conducted over a four-month period.
Minister of Economy and Development, J. Enkhbayar, emphasized that the Government of Mongolia adhered to the principle of ensuring that the Mongolian side’s share of benefits would not fall below 51% throughout the entire duration of the project.
A total of seven domestic and foreign companies and consortiums submitted proposals expressing their interest in investing in and jointly developing the project. After reviewing and comparing the submitted documents, clarifications and additional information, the Working Group concluded that none of the participants scored above 700 points, and that no bidder had submitted a proposal of sufficient quality to be invited to the next stage of negotiations.
“Although an international tender was announced for the Borteeg section, no applicant met the required criteria. Therefore, Erdenes Tavantolgoi JSC will oversee the management of the project, while national companies will jointly conduct mining operations and export coal,” Minister of Economy and Development J. Enkhbayar stated.
