Mongolian mining investment competitiveness index developed

It has been the first time that Mongolian mining investment competitiveness index has been developed in 2008, and it is a composite index that comprises of 15 sub-indices such as “overall economic and political conditions,” “institutional quality and government effectiveness,” “infrastructure development,” “availability and quality of geological database,” “soundness and stability of mineral legislation,” “level of mineral taxes, fees, and charges” “environmental regulations,” “local community relationships“ and “security“. The index will be further estimated annually, and the study report and the corresponding policy recommendations will be delivered to the parliamentary and government level officers and policy makers.

For 2008, Mongolian mining investment competitiveness index (MIC Index), for which the highest score is supposed to be 1.00, has been estimated to be 0.34. The MIC Index 2008 is quite low due to the relatively low scores for the sub-indices such as “overall economic and political environment,” “institutional quality and government effectiveness,” “availability of labor skills,” “government intervention in the economy,” “rule of law,” “soundness and stability of the mineral legislation“, ranging from 0.19 to 0.24. It implies that the mineral policy makers and state officers should select those 6 sub-indices (pink colored in the table) as the main target for improving the mining investment environment.
